<span style="font-family: 仿宋;">2018年8月，永城市公安局侦破了刘杰等人涉嫌组织、领导、参加黑社会性质组织犯罪案件，为彻底铲除黑恶势力犯罪的经济基础，根据《中华人民共和国刑法》、《中华人民共和国刑事诉讼法》及最高人民法院、最高人民检察院、公安部、司法部《关于办理黑恶势力犯罪案件若干问题的指导意见》（法发〔2018〕1号）等规定通告如下：</span>

<span style="font-family: 仿宋;">1、凡持有刘杰涉嫌黑社会性质组织犯罪活动聚敛的财产（含孳息和收益）或持有刘杰及其控股公司债权债务凭证的单位、组织或个人，应主动携带相关凭证向公安机关说明；</span>

<span style="font-family: 仿宋;">2、凡持有参与刘杰涉嫌黑社会性质组织犯罪活动的其他成员实施违法犯罪活动聚敛的财产（含孳息和收益）或持有该黑社会性质组织其他成员债权债务凭证的单位、组织或个人，应主动携带相关凭证向公安机关说明；</span>

<span style="font-family: 仿宋;">3、凡持有刘杰涉嫌黑社会性质组织犯罪一案相关财物的单位、组织或个人，应主动将财物上缴公安机关；</span>

<span style="font-family: 仿宋;">4、凡明知是违法犯罪所得，无偿接受或者以明显低于市场的价格取得上述涉案财物以及通过其他方式恶意取得上述涉案财物的单位、组织或个人，应主动将财物上缴公安机关；</span>

<span style="font-family: 仿宋;">5、凡无偿接受或者明显低于市场的价格取得刘杰涉黑组织成员财物或通过其他方式恶意取得刘杰涉黑组织成员财物的单位、组织或个人，应主动将财物上缴公安机关；</span>

<span style="font-family: 仿宋;">6、上述涉及的债权债务及合同文书所指向的财产，是否属于涉案财物，由人民法院生效的法律文书予以认定，并依法执行。</span>

<span style="font-family: 仿宋;">请相关单位、组织或个人自公告之日起至2020年 3月2 日，主动到永城市公安局上缴财物。对于不按要求上缴财物者，一经查实，将依法按照有关法律规定予以严厉打击；对于举报隐匿、转移财物情况的有功人员，依照有关规定予以奖励。</span>
